Every claim in a Note is labelled: OBSERVED facts from official notices, INFERENCE with an explicit confidence level, and a VERIFY path so you can check us before you commit bid resources. Where evidence is incomplete, we rank competing explanations instead of picking a story. When we correct ourselves, we say so in print.
